Also, this specific article shows classified slides abouta specific NSA program. That should be news even to people who were alreadyfamiliar with the basics of what was happening, as it is quite specific.

美国明尼苏达州大学安德鲁教授近日表示,10年前美国传输了70%的全球互联网流量,目前这一比例可能已经下降到了约25%,与之相对应的是欧洲、日本和越来越多发展中国家对基础网络建设和网络信息安全的日益重视,这是否表明“美国互联网时代”的终结和“全球互联网时代”的到来?这一新情况对我国的网络信息安全形势将产生怎样的影响呢?

  美国是互联网发展的最大受益者

  美国是互联网的诞生地,也是目前互联网应用最深入、最广泛的国家。美国政府从规划、政策、示范推广、宣传培训、研究开发等方面入手,积极在国内,同时也在全球规制和引导互联网的发展。在互联网发展的头30年,大多数互联网流量都流经美国,许多情况下,同一国家不同地点间传输的数据都可能流经美国。

  美国凭借在全球互联网发展格局中“一股独大”的超垄断地位为其获取了巨大的经济和政治利益,经济利益显而易见,至今让美国人怀念的克林顿时代的经济好时光很多是以围绕互联网展开的,但“一股独大”的超垄断地位形成的潜在的政治收益或许更为美国所看重。美国中央情报局局长迈克尔·海登2006年在美国国会作证时说,鉴于全球通信市场的特点,我们拥有巨大的主场优势,我们需要好好利用这种优势,我们还需要保卫这一优势。《纽约时报》2005年12月报道称,互联网流量流经美国企业的交换设备是美国情报机构的一大优势,国家安全局在与美国电信公司执行一项合作计划,其中包括窃听外国的互联网通信。

  在对外战略上,美国利用互联网进行对外扩张的意识和意图十分明晰,且成为政府的一种自觉行动。美国将其创制的网络标准推广为全球标准,通过互联网向全世界全方位、全时空、全天候地推销自己的价值标准、意识形态、外交政策、商业理念和社会文化。凭借自身在网络技术上的优势,美国在互联网上已经发动并正在进行一场抢占空间和争夺信息资源的“信息战争”——利用信息优势实现美国独霸全球的战略目标。这一切,对维持美国的大国地位是必不可少的,很难想象,如果缺少互联网的支撑,美国有影响力的大国地位将如何维系。

  美国“一股独大”的局面正在改变

  对信息和网络的控制已经成为衡量国家间利益均衡的一个重要参数,对信息的开发、控制和利用成为国家间利益争夺的重要内容,互联网已经成为国际竞争的新的战略空间。由于当前互联网发展在地域上的不平衡,美国作为“一股独大”的信息强国对其他国家已经形成了战略上的“信息位势差”,居于信息低位势的国家的政治安全、经济安全、军事安全乃至民族文化传统都将面临来自美国的前所未有的冲击、挑战和威胁。

  欧洲、亚洲的许多国家已经警觉到美国利用网络图谋政治霸权和进行文化渗透的意图,全力加速本国互联网的建设,一些发展中国家也在网络化道路上奋起直追。技术专家称,鉴于互联网没有中心控制点的特点,美国不可能长期保持对互联网的影响。当前,全球互联网的格局正在发生缓慢的变化:加拿大和欧洲的互联网流量已经不再流经美国,日本正在建立印度和中国间的数据网络,将使部分数据传输路线无须流经美国。

  互联网技术专家表示,全球数据网络曾经是美国的一大竞争优势,现在已经不再掌控在美国企业手中。美国企业已经决定不再投资低成本的光纤网络。明尼苏达州大学安德鲁教授表示,美国发明了互联网,但不能将互联网作为自己的私有财产。他说,10年前美国传输了70%的互联网流量,目前这一比例可能已经下降到了约25%。

  但由于基础和历史的原因,互联网在全球的不平衡的发展态势在相当长的一个时期内不会发生根本性的改变。而且对中国来说,无论是美国的“一股独大”,还是欧洲、日本的崛起,都意味着我们要始终面临来自国外的强有力的网络冲击,我们维护自身网络与信息安全的压力未有丝毫减轻。

提高我国网络信息安全的策略

  网络时代的国家安全核心是网络信息安全,“信息疆界”的大小和“信息边界”的安全关系到一个民族、一个国家在信息时代的兴衰存亡。面对“网络霸权”的冲击,面对互联网的发展和全球信息化浪潮,中国需要以全新的思路积极应对,加快互联网发展,推动信息化进程,加速国际互联网络体系建设,逐步融入国际潮流,在参与中维护自身权益并对其产生必要的影响。

  首先,必须拓展“信息疆界”,强化信息辐射的广度和深度。我国信息网络建设起步较晚,存在信息资源规模小、范围窄、质量不高等问题,影响信息网络功能的发挥,也造成了信息网络上“跑洋车”、“进洋货”的局面部分存在。对国外信息及技术的依赖,使我们面临政治、文化渗透的危险和网络安全的隐患。因此,为确立未来信息大国的地位,必须把信息网络的发展和“信息疆域”的拓展同步考虑。

  其次,保卫“信息边疆”,增强国际信息安全保障能力。必须采取综合措施,在拓展信息获取空间和辐射自身信息的同时,筛选和梳理所获信息,剔除和拒绝破坏性信息及垃圾信息,确保信息安全和最大限度地利用有效信息。事关国际政治、经济和军事安全的重要骨干信息网络,由国家统筹规划,统一建设,并尽可能形成一定范围的局域网,从整体上考虑其安全和可靠性。

  最后,提高民族的凝聚力和向心力,为网络信息安全提供坚实的文化基础和价值依归。意识形态的较量归根到底是文化的抗争,文化是一个民族国家的精神动力,文化的失落将使国家的经济和社会的稳定失去基础。一个国家民族要在信息时代存在和发展,在不同思想文化网络化的交流和冲突中,必须保护自己的文化和价值观。我们国家在建立和完善网络立法、加强网络安全教育的同时,必须大力弘扬我们国家悠久的民族文化、传统价值及改革开放取得的伟大功绩,主动出击,理直气壮地抢占网络宣传阵地,建立健全具有中国特色的网络宣传体系,传播中国特色的先进文化,抨击别有用心者对中国的诋毁和攻击,营造网络文化宣传的制高点,从而为维护我国的网络信息安全打造坚实的文化根基。

这两个软件的功能全部加一起还不如QQ强大。可就有人觉得外国的一定是好的。
美国政府,至少是联邦政府,还是一个有效率,有不受意识形态捆绑的自觉意识的政府。从罗斯福新政、重塑日本、中美和解、反恐、处理金融危机到全民监控,都说明美国真正掌控国家的精英不是意识形态的偏执狂,而是讲求实际的现实理性主义者。这是美国的强大之处。可笑我们的GZJY、WW的民进党、港灿的泛民派之流,无一不是意识形态第一的基本教义信徒。他们要不是傻缺要不就是别有用心。在野瞎嚷嚷还无伤大雅,如果上台一定祸国殃民。
Yahoo中文邮箱也被劝退了今年,Google那事儿明显是中国发现有猫腻,估计是不给整改就赶走,然后被Google倒打一耙了

就是Windows、Apple这样的操作平台还没有真正能有市占率的替代品

中国的公知JY,一种是知道美国的自由民主和人权究竟是个什么玩意儿,但是他不说,掩藏起来了。他只选择性地宣扬他要宣扬的东西。因为他和他代言的利益集团要借助这个手段上位,抢班夺权。以便保护自己的既得利益不被清算。
另外一种,就是纯傻缺了,在网络上自费给别人当枪手的。别人嚷嚷什么他也嚷嚷什么,因为他对什么都不满,包括对自己。这种人,他是真不知道自由民主是什么玩意儿,此之谓自干精也。

PRISM(美国政府数字监视项目,代号棱镜)确实存在。现在,即使是美国政府也承认它的存在。仍有疑问的是为什么谷歌、苹果、雅虎、AOL、Paltalk以及Facebook都牵涉其中。这些公司作为信息“提供者”,都榜上有名,同时还有美国国家安全局(NSA)从这些公司开始收集信息的时间。Glenn Greenwald,对这些信息拥有直接权限的报告者,现也多次重申美国国家安全局可以“直接”访问这些公司的服务器或者从他们那里取得数据。

根据Greenwald报告,美国国家安全局机构甚至可以实时获得Skype、Gmail以及其他目标平台的对话聊天记录。我们联系了每一家榜单上的公司,但是他们要么否认听过这个项目,或者他们实际上都声称不会让任何政府“直接访问”他们的服务器。他们实际上都用了一句话,尽管有些许改变,“我们没有给政府直接访问我们服务器的权限”。但是他们都说在仔细核查要求后根据法院要求做事。

所以我们陷入了僵局。政府承认PRISM存在,但是这些被怀疑牵涉其中的公司都说他们并不知情。Greenwald说他们要么直接给政府直接访问的权限,要么政府从他们那里获取信息。

如果这些公司没有给政府直接访问的权限,他们是否给了政府“间接访问”的权限?如果那样,声明仍然技术上有效。假使这些公司知道项目,他们显然不被允许谈论这个问题。

我听到过的一个版本是包括Facebook、谷歌、微软以及其他公司需要给政府访问他们网络的权限,让美国国家安全局复制相关数据。或者也可能是他们把用户数据传给美国国家安全局,但是鉴于信息泄露看起来是实时的,所以这一方式看起来不太可能。

现在看来事情并不简单,美国国家安全局很可能和这些公司有协议——他们不能说的协议——允许政府利用他们的通信(可能在大交换点位置)并且通过某个美国国家安全局数据中心传输信息用于存储分析。

如果除了美国政府其他人都否认知道这个项目,那么有些事就说不通。41页中还有37页内容还没有流出。但愿我们能在近期看到这些信息,也许这回告诉我们这些科技公司在这个项目扮演的外部角色。

技术应该没有任何问题吧?我记得中国所有互联网公司的服务器都必须被中国政府监管的,那个不作恶的公司不就是因为不愿意被监管而退出中国的吗?微软的云服务一落户中国马上就把服务器的监管权交出来了。
