China tacitly confirmed reports of taking operational control of Gwadar deep-water port from Singapore’s PSA International, reported news agency Press Trust of India on Tuesday.

周二，印度报业托拉斯通讯社报道，中国从新加坡国际港务集团中接手了对瓜达尔深水港的控制权，中国默认了此报道。

According to the PTI report, China may convert the port into an oil pipeline hub to augment its energy supplies from the Gulf.

该报道称，为扩大来自海湾地区的能源供应，中国可能会把港口改成石油管道枢纽。

The report quoted China Foreign Ministry Spokesperson Hong Lei as saying, “China and Pakistan are neighbours of traditional friendship. Over the years, China and Pakistan have engaged in wide-ranging cooperation in all fields including infrastructure construction with a view to helping Pakistan improve people’s well-being and promote social and economic development.”

报道援引中国外交部发言人洪磊的话：“中巴是传统友好邻邦。长期以来，中方同巴方在包括基础设施建设在内的各领域开展了广泛合作，目的是帮助巴改善民生和促进经济社会发展，这也有利于本地区的稳定和发展。”

Earlier, Minister of Ports and Shipping Babar Ghauri said in an interview that Pakistan had reached an agreement with PSA where they have decided to leave the port and discussions on a possible Chinese investor were underway.

Pakistan Prime Minister Raja Pervaiz Ashraf is also due to visit China to attend the World Economic Forum 2012 in September. During the visit, Chinese Premier Wen Jiabo is expected to hold talks with Ashraf, the report stated.

　　中国企业是否接替新加坡港务局取得瓜达尔港口的经营权是一个问题，中国企业完成接管是否意味着中国"印度洋战略"朝着"珍珠链"的方向又迈出了关键一步则是另外一个问题，而这是否意味着中国海军将继塞舌尔后再拥有一个印度洋常设补给地呢，甚至是否中国海军将逐步将瓜达尔改建成为中国第一个海外军事基地呢？对此只能做出如下回答：这都哪跟哪啊？

　　几天前，巴基斯坦港口和航运部部长巴巴尔·高里在接受《金融时报》采访时透露，与两家巴基斯坦企业共同拥有瓜达尔港40年经营权的新加坡港务局已经决定退出瓜达尔港口运营。巴方正在寻求来自中国企业的投资，让中资公司接管运营权。

　　有关瓜达尔港的消息已经很久没有机会出现在报纸头版了。5年前，中国港湾工程公司承建的瓜达尔深水港第一期工程竣工。出乎许多媒体意料的是，中国企业并没有参与港口的经营与管理，而是收拾装备离开了这片中巴两国员工并肩辛苦劳作了6年的土地。新加坡港务局接手了港口的运营与管理。

　　由新加坡人经营瓜达尔虽然并没有完全平息西方和印度对巴基斯坦俾路支省唯一港口的性质和用途的猜疑，但好歹让中国学者和记者在被问到“珍珠链战略”时可以比较容易地做出回应。毕竟，构成所谓“珍珠链”的瓜达尔、汉班托塔、吉大港和皎漂这四大由中国企业新建或改扩建的印度洋港口，只有瓜达尔港具有发挥军事用途的潜力。而这唯一的可为军用的港口既没有归属巴基斯坦海军，也没有交给中国企业，中国试图用一条“项链”串起霍尔木兹海峡和马六甲海峡、顺手再给印度套上绞索的“战略”，也就无从谈起了。

　　值得附带提到的是，当初供职于美国五角大楼的海军中校佩尔森在创造出“珍珠链”这个词汇的时候犯了一个不大不小的地理错误，更准确地说，是作出了错误的预言。他把皎漂混成了实兑。此后许多媒体甚至包括一些中文媒体在内，也以讹传讹，把实兑港作为“珍珠链”的一个环节。而实际上，实兑港的全资修建方是印度，中缅油气管道起点则是在马德岛，距离皎漂有一个半小时的海上航程，根本就不经过实兑。仅就这一个细节就可以看出，言之凿凿的“珍珠链战略”其实有多不靠谱。

　　当然，中国没有“珍珠链战略”或者说中国的“印度洋战略”并不是那副模样绝不等于中国不可以确定一套旨在以扩大军事影响力为手段保证海上通道安全的印度洋战略。这一设想对于一个严重依赖外部能源供给的国家来说，既不贪婪也不邪恶。中国的官员、学者和媒体在讨论往往是被迫讨论“中国的印度洋战略”这一话题时，往往倾向于如下三个层级的表述：中国严重依赖海外能源，海上通道安全对中国至关重要；但中国不谋求在印度洋扩大军事存在，更不会追求军事霸权；因此所谓“珍珠链战略”纯属子虚乌有。

　　这种自我澄清中，可能每一个层级都是真实的，但就效果而言，却还不是很好。原因很简单，第一层级和第二层级当中存在着明显的矛盾，以军事手段确保海上通道安全对于任何一个有能力的国家来说都是非常自然和正常的，不这么做的国家才显得不正常呢。就国际政治的逻辑而言，中国谋求在印度洋保持军事存在根本没有任何反常之处。而在距离本土数千海里的外洋保持军事存在势必要求拥有常设性的海外军事设施。中国是否打算获得这类设施是一个问题，而中国获得这类设施有没有正当性则是完全不同的另外一个问题。

　　回到瓜达尔港口问题上，同理，中国企业是否接替新加坡港务局取得瓜达尔港口的经营权是一个问题，中国企业完成接管是否意味着中国“印度洋战略”朝着“珍珠链”的方向又迈出了关键一步则是另外一个问题，而这是否意味着中国海军将继塞舌尔后再拥有一个印度洋常设补给地呢，甚至是否中国海军将逐步将瓜达尔改建成为中国第一个海外军事基地呢？对此只能做出如下回答：这都哪跟哪啊？

　　根据巴基斯坦媒体报道，巴政府寻求接管瓜达尔的中国企业不是别家，正是当年修建了港口第一期工程的中国港湾工程公司。有点吊诡了，这家公司的经营范围按照公司网站的概述，包括“中国港湾的一般经营项目包括国内外港口、码头、机场、铁路、航道、公路、桥梁、隧道、土木、水利、市政、矿山、冶金、石化、电力、机电、国内外工业与民用建筑、环保建设工程项目的总承包；进出口业务；涉外工程人员的培训；工程咨询、勘察、设计、施工、监理；专用船舶、施工机械的制造、销售、安装、租赁、维修；成套设备、材料的采购和供应、设备安装；海洋工程有关专业的服务；房地产开发；电子计算机软件的开发。公司许可经营项目还有向境外派遣各类劳务人员”，好多啊，不愧是全球500强的母公司中国交通建设股份有限公司的海外业务代表。可是，又从哪里能看到这家公司可以代表中国人民解放军海军签署海军基地建设和租赁协定的呢？此类民用项目经营权转移活动，倘若就能“包围”印度，那到底是证明中国的强大，还是证明印度的虚弱，抑或其实只能证明印度的心理脆弱和神经过敏？

　　关于中国基础设施建设企业在海外的经营活动，“被军事化”的新闻已经见怪不怪了，这一次人们与久违了的瓜达尔港再次谋面，恐怕也难逃“乌龙”报道的嫌疑。“乌龙”倒不在中国不可以在经济合作中附加战略目的，而在中国并没有这样做假如中国能够做到企业经营活动与国家战略意图的完美契合的话，其实挺不错的。可惜很多案例恰恰证明了中国企业的海外经营活动并不总是与中国的国家战略诉求相一致，或者至少没有能够实现二者的兼容，这很让人遗憾。

Ever since this port was built with the borrowed monies and foreign know how and labour at times, it was an forgone conclusion, that the Chinese had achieved their objective of having their own warm water port ! Even thou they are building another one at present in Sri Lanka, however that’s a very different situation to this !
Pakistan has simply complied them, to their request, as it has done with so many other things like Airbases to Arab Princes etc…
Then when the public becomes aware, the blame games begin !

Musharraf and Shaukat Aziz tried to hand over the management of the Gwadur port to the Singaporeans, though there was no dearth of managerial talent within the country. Zardari went a step further; he handed the port over to China! Did they build it for China, or do they want to act merely as rent seekers?
They don’t even learn from \China itself, which has done almost everything that it has done after the revolution through its own effort!
No nation that does not rely on its own people and its own resources has ever made real progress. Pakistan has everything it needs–talent, experience, even finances and other resources. What it lacks badly is leadership and the will to work hard.

China tacitly confirmed reports of taking operational control of Gwadar deep-water port from Singapore’s PSA International, reported news agency Press Trust of India on Tuesday.

According to the PTI report, China may convert the port into an oil pipeline hub to augment its energy supplies from the Gulf.

The report quoted China Foreign Ministry Spokesperson Hong Lei as saying, “China and Pakistan are neighbours of traditional friendship. Over the years, China and Pakistan have engaged in wide-ranging cooperation in all fields including infrastructure construction with a view to helping Pakistan improve people’s well-being and promote social and economic development.”

　　中国企业是否接替新加坡港务局取得瓜达尔港口的经营权是一个问题，中国企业完成接管是否意味着中国"印度洋战略"朝着"珍珠链"的方向又迈出了关键一步则是另外一个问题，而这是否意味着中国海军将继塞舌尔后再拥有一个印度洋常设补给地呢，甚至是否中国海军将逐步将瓜达尔改建成为中国第一个海外军事基地呢？对此只能做出如下回答：这都哪跟哪啊？

　　几天前，巴基斯坦港口和航运部部长巴巴尔·高里在接受《金融时报》采访时透露，与两家巴基斯坦企业共同拥有瓜达尔港40年经营权的新加坡港务局已经决定退出瓜达尔港口运营。巴方正在寻求来自中国企业的投资，让中资公司接管运营权。

　　有关瓜达尔港的消息已经很久没有机会出现在报纸头版了。5年前，中国港湾工程公司承建的瓜达尔深水港第一期工程竣工。出乎许多媒体意料的是，中国企业并没有参与港口的经营与管理，而是收拾装备离开了这片中巴两国员工并肩辛苦劳作了6年的土地。新加坡港务局接手了港口的运营与管理。

　　由新加坡人经营瓜达尔虽然并没有完全平息西方和印度对巴基斯坦俾路支省唯一港口的性质和用途的猜疑，但好歹让中国学者和记者在被问到“珍珠链战略”时可以比较容易地做出回应。毕竟，构成所谓“珍珠链”的瓜达尔、汉班托塔、吉大港和皎漂这四大由中国企业新建或改扩建的印度洋港口，只有瓜达尔港具有发挥军事用途的潜力。而这唯一的可为军用的港口既没有归属巴基斯坦海军，也没有交给中国企业，中国试图用一条“项链”串起霍尔木兹海峡和马六甲海峡、顺手再给印度套上绞索的“战略”，也就无从谈起了。

　　值得附带提到的是，当初供职于美国五角大楼的海军中校佩尔森在创造出“珍珠链”这个词汇的时候犯了一个不大不小的地理错误，更准确地说，是作出了错误的预言。他把皎漂混成了实兑。此后许多媒体甚至包括一些中文媒体在内，也以讹传讹，把实兑港作为“珍珠链”的一个环节。而实际上，实兑港的全资修建方是印度，中缅油气管道起点则是在马德岛，距离皎漂有一个半小时的海上航程，根本就不经过实兑。仅就这一个细节就可以看出，言之凿凿的“珍珠链战略”其实有多不靠谱。

　　当然，中国没有“珍珠链战略”或者说中国的“印度洋战略”并不是那副模样绝不等于中国不可以确定一套旨在以扩大军事影响力为手段保证海上通道安全的印度洋战略。这一设想对于一个严重依赖外部能源供给的国家来说，既不贪婪也不邪恶。中国的官员、学者和媒体在讨论往往是被迫讨论“中国的印度洋战略”这一话题时，往往倾向于如下三个层级的表述：中国严重依赖海外能源，海上通道安全对中国至关重要；但中国不谋求在印度洋扩大军事存在，更不会追求军事霸权；因此所谓“珍珠链战略”纯属子虚乌有。

　　这种自我澄清中，可能每一个层级都是真实的，但就效果而言，却还不是很好。原因很简单，第一层级和第二层级当中存在着明显的矛盾，以军事手段确保海上通道安全对于任何一个有能力的国家来说都是非常自然和正常的，不这么做的国家才显得不正常呢。就国际政治的逻辑而言，中国谋求在印度洋保持军事存在根本没有任何反常之处。而在距离本土数千海里的外洋保持军事存在势必要求拥有常设性的海外军事设施。中国是否打算获得这类设施是一个问题，而中国获得这类设施有没有正当性则是完全不同的另外一个问题。

　　回到瓜达尔港口问题上，同理，中国企业是否接替新加坡港务局取得瓜达尔港口的经营权是一个问题，中国企业完成接管是否意味着中国“印度洋战略”朝着“珍珠链”的方向又迈出了关键一步则是另外一个问题，而这是否意味着中国海军将继塞舌尔后再拥有一个印度洋常设补给地呢，甚至是否中国海军将逐步将瓜达尔改建成为中国第一个海外军事基地呢？对此只能做出如下回答：这都哪跟哪啊？

　　根据巴基斯坦媒体报道，巴政府寻求接管瓜达尔的中国企业不是别家，正是当年修建了港口第一期工程的中国港湾工程公司。有点吊诡了，这家公司的经营范围按照公司网站的概述，包括“中国港湾的一般经营项目包括国内外港口、码头、机场、铁路、航道、公路、桥梁、隧道、土木、水利、市政、矿山、冶金、石化、电力、机电、国内外工业与民用建筑、环保建设工程项目的总承包；进出口业务；涉外工程人员的培训；工程咨询、勘察、设计、施工、监理；专用船舶、施工机械的制造、销售、安装、租赁、维修；成套设备、材料的采购和供应、设备安装；海洋工程有关专业的服务；房地产开发；电子计算机软件的开发。公司许可经营项目还有向境外派遣各类劳务人员”，好多啊，不愧是全球500强的母公司中国交通建设股份有限公司的海外业务代表。可是，又从哪里能看到这家公司可以代表中国人民解放军海军签署海军基地建设和租赁协定的呢？此类民用项目经营权转移活动，倘若就能“包围”印度，那到底是证明中国的强大，还是证明印度的虚弱，抑或其实只能证明印度的心理脆弱和神经过敏？

　　关于中国基础设施建设企业在海外的经营活动，“被军事化”的新闻已经见怪不怪了，这一次人们与久违了的瓜达尔港再次谋面，恐怕也难逃“乌龙”报道的嫌疑。“乌龙”倒不在中国不可以在经济合作中附加战略目的，而在中国并没有这样做假如中国能够做到企业经营活动与国家战略意图的完美契合的话，其实挺不错的。可惜很多案例恰恰证明了中国企业的海外经营活动并不总是与中国的国家战略诉求相一致，或者至少没有能够实现二者的兼容，这很让人遗憾。

Ever since this port was built with the borrowed monies and foreign know how and labour at times, it was an forgone conclusion, that the Chinese had achieved their objective of having their own warm water port ! Even thou they are building another one at present in Sri Lanka, however that’s a very different situation to this !
Pakistan has simply complied them, to their request, as it has done with so many other things like Airbases to Arab Princes etc…
Then when the public becomes aware, the blame games begin !

Pakistanis seem to be deluded at all levels. Show me one country in the world where they surrender ports to a foreign country. Even the tiniest and weakest countries don’t do that. Looks like Pakistanis are proud to be puppet of one or the other super power. Can’t you people stand on your own feet. No matter how corrupt India may be we haven’t stoop to this level. Even the puppet arab states who are backed by US, haven’t stoop to this level. Chinese are known to be business minded people and they are sucking the natural resources of Africa with little or no benefit to local people and Pakistanis here think they somehow have the upper ground.

@Bala: China has given us more compared to other so called donor nations. In real terms China has done much more for us, the aid makes a country worthless whereas cooperation in different areas is going to make Pakistan self sufficient & strong. small eg chasma nuclear power plants build with the help of China. People think over it :)

Chinese government is not going to run the port, maybe you lack the knowledge of how things work in this world :) there are various port running authorities around the globe from different countries, the previous company running the Gawadar port was from Singapore! so why so much crying out at China & not on Singapore? secondly its none of your business, you better worry about your population & find ways to feed it in the future when it will reach 1.5 billion & become the most populated nation in the world.

Wonderful news!! Another feather in our ‘visionary’ ruling elite’s cap! They want Chinese to be taught in Pakistani schools, adn they have handed Gwadur over to China, in return for a few million dollars and help in building Gwadur port. The one thing that never crosses the minds of our elite is to utilise local talent, local enterprise, local money to build Pakistan. They are behaving like puppies who as soon as they are born, start looking for a master! If not the USA< then China, or even the medieval Kingdom of Saudi Arabia or the Sheikhs of the UAE!
Musharraf and Shaukat Aziz tried to hand over the management of the Gwadur port to the Singaporeans, though there was no dearth of managerial talent within the country. Zardari went a step further; he handed the port over to China! Did they build it for China, or do they want to act merely as rent seekers?
They don’t even learn from \China itself, which has done almost everything that it has done after the revolution through its own effort!
No nation that does not rely on its own people and its own resources has ever made real progress. Pakistan has everything it needs–talent, experience, even finances and other resources. What it lacks badly is leadership and the will to work hard.
