最近，网上突然出现中国公司参与菲律宾南海石油计划的新闻，谢谢google，终于找到了详情。
这个计划的名字是菲利宾能源合同第4轮，(Fourth Philippine Energy Contracting Round (PECR 4) 2011)
目的：自己开采能力不足，包给外国公司
范围：15个区块
注意：区块3、4位于我国南沙群岛(完全在九段线内)，对比8楼的区块总图，新一轮招标比原有油田更远离海岸，菲佣正在向深海蚕食。区块3甚至在南沙群岛内。
招标时间表如下：

2011年7月11日，发布资料
2011年7月29日，开始招标
150天，截标
151天，开标

In 2001, Shell, Chevron and PNOC-EC invested in the Philippines around USD 2.1Billion which has already been cost recovered by year 2005. Annual gross revenue generated from the Malampaya Project is estimated to be about USD 1.3 Billion.
