PUERTO PRINCESA CITY -- Ten Chinese nationals have been reported missing at sea off Balabac Island in southern Palawan and may have been left in small sampan boats after their mother ship was apprehended Thursday by government authorities and its crew of nine arrested for illegal fishing inside Philippine territory.

The Philippine Daily Inquirer learned from various sources that the nine Chinese nationals of the fishing boat Song Song Hai 05022, who were brought to the capital Saturday from Balabac, had told their investigators that 10 of their companions were left behind, including the boat captain.

“They gave us names of the 10 others whom they claimed were left behind,” said lawyer Adel Villena of the Palawan Council for Sustainable Development.

Villena said the Chinese crew made the claim after they were brought to Puerto Princesa City and local officials found a local translator to interview the fishermen.

The fishing boat had tried to elude the MCS, the patrol vessel of the Bureau of Fisheries and Aquatic Resources and the Coast Guard for over half an hour early Thursday some 45 nautical miles northwest of Balabac Island.

Among the items found inside the vessel after they were brought to the capital were 19 identification cards, 10 of which had no claimants among the apprehended boat crew, according to investigators.

Also seized were various fishing paraphernalia used for capturing marine turtles, including bales of nets and cotton-like stuffing materials and formaldehyde.

Their wooden boat was also equipped with a built in aquarium designed to hold live marine animals for long periods, according to government investigators.

Investigators believed that the fishing boat was engaged mainly in collecting marine turtles and stuffing them for ornamental purposes.

A Chinese embassy official who visited the Chinese being held in their boat under the watch of Coast Guard personnel at the Puerto Princesa City port declined, however, to confirm the information when asked by the Philippine Daily Inquirer.

The arrested Chinese nationals, who claimed to have originated from the mainland China province of Hainan, were presented to the provincial prosecutor’s office Saturday evening for inquest and the filing of criminal complaints against them, including violations of the country’s fisheries code.

The nine Chinese nationals under Coast Guard custody were identified as Huang Pu, Ho Chang, Jian Yet, Ho Ta, Dyu Song, Seng Fa, Hu Yung, Lin Shing and Ho Sy.

At least four complaints were filed against the Chinese last Saturday, including poaching and illegal gathering of rare and endangered marine species.

Villena said they gathered strong evidence to prosecute the Chinese, although she had expressed concern over the “low rate of success” in prosecuting Chinese illegal fishers, due in part to diplomatic pressures.

“There has been no real success in prosecuting them (Chinese). We’re just hoping that the new rules on environmental cases issued by the Supreme Court can make a difference,” she added.

She cited an instance involving Chinese poachers arrested near the Tubbataha Reefs marine park wherein the accused “pleaded to a lesser offense that is not even included in the offense charged as required by the rules.”

Lawyer Edward Lorenzo of the Environmental Legal Assistance Center, a non-profit group that has been assisting government agencies in prosecuting environmental cases, observed that Chinese diplomatic pressures “have always been the problem of enforcement agencies who try to exert utmost effort to implement our fisheries laws.”

“No matter how strong the evidence is against the poachers, we have felt at times that we’re up against Malacañang and the Department of Foreign Affairs who were lawyering for the bad guys,” alleged Lorenzo.

如果就近进入半月礁的礁湖内等待救援的话,不会有太大问题。半月礁内是能避风浪的。

我不相信菲方的说法,欲加之罪何患无辞。
这么些年,南海这种事情应该没少出,可如今媒体如此高调,反常即妖啊.....{:jian:}

如果是在半月礁内的话还有可能。但菲方貌似暗示的事发地点貌似水深在1000米以上。

我们的媒体貌似还在沉默状态。等到我方媒体报道时,就会说是在南沙群岛半月礁附近被抓了,赫赫,新加坡媒体则是照搬菲律宾媒体,称“偷猎海龟”“巴拉巴克岛西北海域”。
貌似菲律宾每当政府换届时都会出些妖蛾子,但随着我方渔政力量的加强,菲律宾这样撒野的机会会越来越少。
我一直想问,有没有了解南海呀。。什么南沙呀那边中国渔民的真实捕鱼的生活以及那边的现实情况呢。。

光看这些真是很着急,但不明白靠此为生的人究竟出于何种状况。。。

国内的环球时报有报道了。不过仍然没有意识到事发海域在南沙群岛了,只是援引菲律宾报道称“巴拉望的巴拉巴克岛外的菲律宾水域”。
菲律宾媒体已经点出事发海域距离巴拉巴克西北45海里了,这帮记者怎么就不去考证一下呢?
所谓的“Song Song Hai 05022号渔船”应该是 琼琼海05022吧。
出了这种事情,如果我方媒体如果不及时作出准确反应,只能是让菲律宾在舆论上占了上风。

反抓扣最困难的貌似就是这一海域了。若是有直升机会好一点?
渔民若是真的抓捕禁止捕猎的一些海龟,也确实不对。

  孙先生表示,中方希望菲方早日释放被扣渔民,不要进入漫长的司法程序。

  至于当地媒体报道的另外10人失踪,孙先生解释说,出事时被扣押的9名渔民在母船上,另外10人则乘坐两只小船进行捕捞作业。事发后这10人及两只小船被中方船只接应,目前已经安全回到中国国内。

曾母暗沙貌似也没有太多活动。渔船在西南渔场的没多少,且基本都是拖网作业,在水深较深的海域,到不了曾母暗沙海域附近吧?
