HANOI, Vietnam - Vietnam wants to buy helicopters and army transport aircraft from France, state media said Dec. 18, as part of the communist country's drive to modernize its antiquated military.
The request came during a visit Dec. 17 to France by Vietnam's defense minister, Phung Quang Thanh, who met his French counterpart Herve Morin, the Voice of Vietnam reported on its Web site.
"Minister Thanh asked France to help Vietnam train its army medical personnel and sell the country helicopters, transport aircraft and other modern military equipment," Voice of Vietnam said.
"The two ministers signed an agreement on defense cooperation between the two countries and agreed to hold further talks on defense issues."
Thanh traveled to France after a rare visit to the United States, where he held talks with U.S. Defense Secretary Robert Gates.
Vietnam defeated both France and the U.S. in lengthy wars decades ago.
On Dec. 15, Vietnam and Russia signed a long-planned arms deal during a visit by Prime Minister Nguyen Tan Dung to Moscow.
Details were not released, but Russia's Interfax news agency reported that Vietnam had agreed to buy six ultra-quiet Kilo-class diesel-electric submarines for about $2 billion. Analysts said it was a major investment aimed at bolstering claims against China over potentially resource-rich islands in the South China Sea.
The deal with Russia also reportedly included Sukhoi Su-30MK2 warplanes, which are among the world's most advanced.
Lt. Gen. Nguyen Chi Vinh, Vietnam's deputy minister of defense, told reporters last week that the country is considering many possible partners to help modernize its military.================================================

Russian energy giant Gazprom and Vietnam's oil and gas group Petrovietnam signed on Tuesday an agreement on establishing a joint venture.
The document on the joint venture, Gazpromviet, was signed during a visit by Vietnamese Prime Minister Nguyen Tan Dung to Moscow.
The Vietnamese premier was in Moscow to discuss large-scale projects with Russia. The agreement on the joint venture was signed by Gazprom CEO Alexei Miller and Petrovietnam general director Phung Dinh Thuc.
The parties also signed a document on strategic partnership, which stipulates active interaction between Gazprom and Petrovietnam in oil and gas projects in Russia, Vietnam and third countries as part of Gazpromviet.
In particular, the parties are set to jointly develop the Nagumanov oil and gas condensate field in the Orenburg region in the Urals, and also carry out prospecting and develop fields in Yakutia in northeast Russia, East Siberia and the Russian Far East.
The Nagumanov field is stipulated as the key target for cooperation between the two companies.
In November 2006, Gazprom and Petrovietnam signed an agreement on cooperation in hydrocarbon exploration, production, transportation and sale, the construction and operation of oil and gas pipelines and refineries.
In May 2008, the parties signed an agreement on further cooperation in geological prospecting and the further development of four new blocks off Vietnam's coast. The agreement also stipulated the establishment of Gazpromviet for work in Russia and third countries.
Gazprom's stake in the joint venture is 51% while Petrovietnam holds 49%. Gazprom is represented in the joint venture by its subsidiary Gazprom Zarubezhneftegaz.
In addition, the parties signed on 'Tuesday a supplement to the oil and gas contract on block 112 off Vietnam's coast, extending the contract to adjacent deposits.

而越南自身石化工业很薄弱，需要出口原油进口成品油，开采的原油自身用不了多少。
