Text of U.N. resolution on N. Korea sanctions



UNITED NATIONS (Reuters) -- Following is the text of a U.N. Security Council resolution adopted by a 15-0 vote on Saturday:

THE SECURITY COUNCIL,

RECALLING its previous relevant resolutions, including resolution 825 (1993), resolution 1540 (2004) and, in particular, resolution 1695 (2006), as well as the statement of its President of 6 October 2006 (S/PRST/2006/41),

REAFFIRMING that proliferation of nuclear, chemical and biological weapons, as well as their means of delivery, constitutes a threat to international peace and security,

EXPRESSING the gravest concern at the claim by the Democratic People's Republic of Korea (DPRK) that it has conducted a test of a nuclear weapon on 9 October 2006, and at the challenge such a test constitutes to the Treaty on the Non-Proliferation of Nuclear Weapons and to international efforts aimed at strengthening the global regime of non-proliferation of nuclear weapons, and the danger it poses to peace and stability in the region and beyond,

EXPRESSING its firm conviction that the international regime on the non-proliferation of nuclear weapons should be maintained and recalling that the DPRK cannot have the status of a nuclear-weapon state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons,

DEPLORING the DPRK's announcement of withdrawal from the Treaty on the Non-Proliferation of Nuclear Weapons and its pursuit of nuclear weapons,

DEPLORING further that the DPRK has refused to return to the Six-Party talks without precondition,

ENDORSING the Joint Statement issued on 19 September 2005 by China, the DPRK, Japan, the Republic of Korea, the Russian Federation and the United States,

UNDERLINING the importance that the DPRK respond to other security and humanitarian concerns of the international community,

EXPRESSING profound concern that the test claimed by the DPRK has generated increased tension in the region and beyond, and DETERMINING therefore that there is a clear threat to international peace and security,

ACTING UNDER CHAPTER VII OF THE CHARTER OF THE UNITED NATIONS, AND TAKING MEASURES UNDER ITS ARTICLE 41,

1. CONDEMNS the nuclear test proclaimed by the DPRK on 9 October 2006 in flagrant disregard of its relevant resolutions, in particular resolution 1695 (2006), as well as of the statement of its President of 6 October 2006 (S/PRST/2006/41), including that such a test would bring universal condemnation of the international community and would represent a clear threat to international peace and security;

2. DEMANDS that the DPRK not conduct any further nuclear test or launch of a ballistic missile;

3. DEMANDS that the DPRK immediately retract its announcement of withdrawal from the Treaty on the Non-Proliferation of Nuclear Weapons;

4. DEMANDS further that the DPRK return to the Treaty on the Non-Proliferation of Nuclear Weapons and International Atomic Energy Agency (IAEA) safeguards, and underlines the need for all States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons to continue to comply with their Treaty obligations;

5. DECIDES that the DPRK shall suspend all activities related to its ballistic missile program and in this context re-establish its pre-existing commitments to a moratorium on missile launching;

6. DECIDES that the DPRK shall abandon all nuclear weapons and existing nuclear programs in a complete, verifiable and irreversible manner, shall act strictly in accordance with the obligations applicable to parties under the Treaty on the Non-Proliferation of Nuclear Weapons and the terms and conditions of its International Atomic Energy Agency (IAEA) Safeguards Agreement (IAEA INFCIRC/403) and shall provide the IAEA transparency measures extending beyond these requirements, including such access to individuals, documentation, equipment and facilities as may be required and deemed necessary by the IAEA;

7. DECIDES also that the DPRK shall abandon all other existing weapons of mass destruction and ballistic missile program in a complete, verifiable and irreversible manner;

8. DECIDES that:

(a) all Member States shall prevent the direct or indirect supply, sale or transfer to the DPRK, through their territories or by their nationals, or using their flag vessels or aircraft, and whether or not originating in their territories, of:

(i) any battle tanks, armored combat vehicles, large caliber artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems as defined for the purpose of the United Nations Register on Conventional Arms, or related materiel including spare parts, or items as determined by the Security Council or the Committee established by paragraph 12 below (the Committee);

(ii) all items, materials, equipment, goods and technology as set out in the lists in documents S/2006/814 and S/2006/815, unless within 14 days of adoption of this resolution the Committee has amended or completed their provisions also taking into account the list in document S/2006/816, as well as other items, materials, equipment, goods and technology, determined by the Security Council or the Committee, which could contribute to DPRK's nuclear-related, ballistic missile-related or other weapons of mass destruction-related programs ;

(iii)luxury goods;

(b) the DPRK shall cease the export of all items covered in subparagraphs (a) (i) and (a) (ii) above and that all Member States shall prohibit the procurement of such items from the DPRK by their nationals, or using their flagged vessels or aircraft, and whether or not originating in the territory of the DPRK;

(c) all Member States shall prevent any transfers to the DPRK by their nationals or from their territories, or from the DPRK by its nationals or from its territory, of technical training, advice, services or assistance related to the provision, manufacture, maintenance or use of the items in subparagraphs (a) (i) and (a) (ii) above;

(d) all Member States shall, in accordance with their respective legal processes, freeze immediately the funds, other financial assets and economic resources which are on their territories at the date of the adoption of this resolution or at any time thereafter, that are owned or controlled, directly or indirectly, by the persons or entities designated by the Committee or by the Security Council as being engaged in or providing support for, including through other illicit means, DPRK's nuclear-related, other weapons of mass destruction-related and ballistic missile-related programs, or by persons or entities acting on their behalf or at their direction, and ensure that any funds, financial assets or economic resources are prevented from being made available by their nationals or by any persons or entities within their territories, to or for the benefit of such persons or entities;

(e) all Member States shall take the necessary steps to prevent the entry into or transit through their territories of the persons designated by the Committee or by the Security Council as being responsible for, including through supporting or promoting, DPRK policies in relation to the DPRK's nuclear-related, ballistic missile-related and other weapons of mass destruction-related programs, together with their family members, provided that nothing in this paragraph shall oblige a state to refuse its own nationals entry into its territory;

(f) in order to ensure compliance with the requirements of this paragraph, and thereby preventing illicit trafficking in nuclear, chemical or biological weapons, their means of delivery and related materials, all Member States are called upon to take, in accordance with their national authorities and legislation, and consistent with international law, cooperative action including through inspection of cargo to and from the DPRK, as necessary;

9. DECIDES that the provisions of paragraph 8 (d) above do not apply to financial or other assets or resources that have been determined by relevant States:

(a) to be necessary for basic expenses, including payment for foodstuffs, rent or mortgage, medicines and medical treatment, taxes, insurance premiums, and public utility charges, or exclusively for payment of reasonable professional fees and reimbursement of incurred expenses associated with the provision of legal services, or fees or service charges, in accordance with national laws, for routine holding or maintenance of frozen funds, other financial assets and economic resources, after notification by the relevant States to the Committee of the intention to authorize, where appropriate, access to such funds, other financial assets and economic resources and in the absence of a negative decision by the Committee within five working days of such notification;

(b) to be necessary for extraordinary expenses, provided that such determination has been notified by the relevant States to the Committee and has been approved by the Committee; or

(c) to be subject of a judicial, administrative or arbitral lien or judgment, in which case the funds, other financial assets and economic resources may be used to satisfy that lien or judgment provided that the lien or judgment was entered prior to the date of the present resolution, is not for the benefit of a person referred to in paragraph 8 (d) above or an individual or entity identified by the Security Council or the Committee, and has been notified by the relevant States to the Committee;

10. DECIDES that the measures imposed by paragraph 8 (e) above shall not apply where the Committee determines on a case-by-case basis that such travel is justified on the grounds of humanitarian need, including religious obligations, or where the Committee concludes that an exemption would otherwise further the objectives of the present resolution;

11. CALLS upon all Member States to report to the Security Council within thirty days of the adoption of this resolution on the steps they have taken with a view to implementing effectively the provisions of paragraph 8 above;

12. DECIDES to establish, in accordance with rule 28 of its provisional rules of procedure, a Committee of the Security Council consisting of all the members of the Council, to undertake the following tasks:

(a) to seek from all States, in particular those producing or possessing the items, materials, equipment, goods and technology referred to in paragraph 8 (a) above, information regarding the actions taken by them to implement effectively the measures imposed by paragraph 8 above of this resolution and whatever further information it may consider useful in this regard;

(b) to examine and take appropriate action on information regarding alleged violations of measures imposed by paragraph 8 of this resolution;

(c) to consider and decide upon requests for exemptions set out in paragraphs 9 and 10 above;

(d) to determine additional items, materials, equipment, goods and technology to be specified for the purpose of paragraphs 8 (a) (i) and 8 (a) (ii) above;

(e) to designate additional individuals and entities subject to the measures imposed by paragraphs 8 (d) and 8 (e) above;

(f) to promulgate guidelines as may be necessary to facilitate the implementation of the measures imposed by this resolution;

(g) to report at least every 90 days to the Security Council on its work, with its observations and recommendations, in particular on ways to strengthen the effectiveness of the measures imposed by paragraph 8 above;

13. WELCOMES AND ENCOURAGES FURTHER the efforts by all States concerned to intensify their diplomatic efforts, to refrain from any actions that might aggravate tension and to facilitate the early resumption of the Six-Party Talks, with a view to the expeditious implementation of the Joint Statement issued on 19 September 2005 by China, the DPRK, Japan, the Republic of Korea, the Russian Federation and the United States, to achieve the verifiable denuclearization of the Korean Peninsula and to maintain peace and stability on the Korean Peninsula and in north-east Asia;

14. CALLS UPON the DPRK to return immediately to the Six-Party Talks without precondition and to work towards the expeditious implementation of the Joint Statement issued on 19 September 2005 by China, the DPRK, Japan, the Republic of Korea, the Russian Federation and the United States;

15. AFFIRMS that it shall keep DPRK's actions under continuous review and that it shall be prepared to review the appropriateness of the measures contained in paragraph 8 above, including the strengthening, modification, suspension or lifting of the measures, as may be needed at that time in light of the DPRK's compliance with the provisions of the resolution;

16. UNDERLINES that further decisions will be required, should additional measures be necessary;

决议案文在南韩国宝制裁         联合国(路透社)--以下是联合国安理会通过的决议投了15-0星期六:     安全理事会     回顾以前各项有关决议,包括第825(1993),第1540(2004),特别是1695年(2006年)的决议,以及主席声明2006年10月6日(s/prst/2006/41)     重申核武器、化学武器和生物武器以及运载工具,构成对国际和平与安全,     表示严重关切称朝鲜民主主义人民共和国韩国(朝鲜),它已进行核武器试验于2006年10月9日,在这样一个挑战的考验,构成对条约>和<不扩散核武器的国际努力,并旨在加强全球不扩散核武器条约>,并威胁和平与稳定构成了区域内外     表示坚信国际制度的不扩散核武器条约>,并忆及应维持朝鲜不能拥有地位核武器国家根据条约对不扩散核武器条约>     痛惜朝鲜宣布退出<不扩散核武器条约和不扩散核武器条约>追求核武器     痛惜进一步表示,朝鲜拒绝回到六方会谈前提,     通过对2005年9月19日发表的联合声明中,朝鲜,日本,韩国,俄罗斯联邦和美国     强调必须回应,朝鲜安全和人道主义等国际社会的关切,     深表关注,声称朝鲜已产生试验加剧了地区内外,因此断定有明显威胁到国际和平与安全,     根据<宪章>第七章的联合国采取措施,根据其第41条     1. 谴责宣示朝鲜核试验2006年10月9日公然无视安理会有关决议,特别是第1695年(2006年),以及有关的主席声明2006年10月6日(s/prst/2006/41),包括这种试验将使国际社会的普遍谴责,将是对国际和平与安全的明显威胁;     2. 朝鲜要求不进行任何核试验或发射弹道导弹;     3. 要求朝鲜立即撤销其宣布退出<不扩散核武器条约不扩散核武器条约>;     4. 还要求朝鲜重返条约>和<不扩散核武器及国际原子能总署(IAEA)的保障监督,并强调条约的所有缔约国在不扩散核武器条约继续遵守其义务;     5. 朝鲜决定暂停一切活动应与它的弹道飞弹计画,并在这方面重新建立其原有承诺暂停导弹发射;     6. 决定说,朝鲜将放弃所有核武器以及现有核计划的完成,可核查和不可逆转的方式,应当严格按照当事人在适用该条约的义务,在不扩散核武器条约>的条款和条件以及国际原子能机构(原子能机构)的保障协定(原子能机构infcirc/403)和国际原子能机构应向透明措施跨越这些要求,包括获取个人文件 可能需要的设备和设施,并接受国际原子能机构的必要;     7. 朝方还决定将放弃所有现有的其他大规模杀伤性武器和弹道导弹计划完整、核查和不可逆转的方式;     8. 决定:     (一)各成员国应避免直接或间接供应、出售或转让给朝鲜通过其领土或由本国国民,或使用悬挂本国国旗的船只或飞机,不论是否原产于本国境内:     (一)任何作战坦克、装甲战车、大口径火炮系统、作战飞机、攻击直升机、军舰、飞弹或飞弹系统定义为联合国常规武器登记册,或有关物资包括零件或物品,或由安全理事会决议第12段所设委员会(委员会);     (二)所有项目、材料、设备、产品和技术传阅的文件清单,并s/2006/815s/2006/814,除非14天内通过这项决议,委员会已完成修正条文也还是顾及s/2006/816文件清单,以及其他物品、材料、设备、产品和技术,由安全理事会或程序委员会,将有助于朝鲜核有关,弹道导弹有关大规模杀伤性武器或其他有关节目;     (三)奢侈品;     (二)朝鲜应停止所有项目涵盖出口款(a)(一)、(一)、(二)项,所有会员国应禁止此类物品采购由朝鲜本国国民或使用其国旗的船只或飞机,不论是否原产于朝鲜境内;     (三)各成员国应避免对朝鲜转让本国国民或从本国领土或由本国国民或从朝鲜境内,技术培训,咨询服务或协助提供相关的制造、维修或使用上文(a)项(i)和(一)(二)以上;     (四)各会员国应根据各自的法律程序,立即冻结资金、其他金融资产和经济资源而在其领土内通过这项决议或在其后任何时间,都拥有或控制,直接或间接由委员会指定的个人或实体,或由安全理事会作为从事或支持,包括通过其他非法手段,朝鲜核有关, 其他大规模毁灭性武器和弹道飞弹相关的程式,或代其行事的人或实体,或在他们的指示,真正做到有资金、金融资产或经济资源所无法提供的本国国民或在其境内的任何人或实体,或帮助这些人或实体;     (五)各成员国应采取必要措施,防止其领土入境或过境的人士或由委员会指定作为安理会负责,包括通过支持或推动,朝政策与朝鲜核有关,弹道导弹有关大规模杀伤性武器和其它相关的节目,与家人在一起,只要本款规定迫使一国拒绝本国国民进入本国领土;     (六)为了保证符合本款,从而防止非法贩运核生化武器及其运载工具和相关材料,呼吁所有成员国采取按照本国当局和立法,并遵循国际法,采取合作行动包括通过检查货物往返朝鲜作为必要;     9. <决定>第8条第(四)项的规定不适用于财务或其他资产或资源,国家有关部门已确定:     (一)为基本开支所必需,包括支付食品、房租或抵押贷款、药品和医疗、税款、保险费以及水电费,或者专用于支付合理的专业人员酬金和偿付与提供法律服务,或服务性收费项目或收费,按照国家法律规定的因日常扣留或保管冻结的资金、其他金融资产和经济资源, 后经有关国家通报委员会授权意向,酌情获得这种资金,其他金融资产和经济资源,在没有负面委员会决定在五个工作日内发出通知;     (二)为特殊开支所必需,但这种认定通知有关国家委员会并获委员会批准; 或者     (三)受到了司法、行政或仲裁留置权或裁决,在这种情况下,资金、其他金融资产和经济资源可用来执行留置权或裁决,只要该留置权或裁决是在本决议的日期,不是为某人的第8(d)项或者确定的个人或实体或安全理事会委员会 并已通知有关国家委员会;     10. 决定上文第8(e)段不适用于委员会决定就个案认定此类旅行具有满足人道主义需要的正当理由,包括宗教义务,或委员会断定给予豁免将推进本决议的目的;     11. 呼吁所有会员国向安理会三十天通过这项决议所采取的步骤,以期有效执行上述第八款规定;     12. 决定设立,按照其暂行议事规则第28条规定,委员会由安理会全体成员组成,承担下列任务:     (一)请所有国家,特别是那些生产或拥有的物品、材料、设备、产品和技术上面第8条第(一)项,其中关于采取切实措施落实到本决议第8段和有用的任何进一步资料可考虑在这方面的努力;     (二)审核,并采取适当行动有关指控违反上文第8这项决议;     (三)审议和决定豁免请求列第9和第10段;     (四)决定增列项目、材料、设备、产品和技术被指定为第8款(a)(一)、8(一)(二)以上;     (五)指定额外的个人和实体受到上文第8(d)及8(e)段;     (六)颁布可能需要的准则,以便利执行这一决议所施加的措施;     (七)提出报告,至少每90天向安理会汇报工作,并提出意见和建议,特别是关于如何加强效能上文第8段;     13. 欢迎并鼓励进一步努力,所有有关国家加强外交努力,避免采取任何可能加剧紧张局势的行动,以便尽早恢复六方会谈,以期尽快落实<联合声明>2005年9月19日由中国、朝鲜、日本、韩国、俄罗斯和美国, 为实现朝鲜半岛无核化的核查,并保持和平与稳定,朝鲜半岛和东北亚;     14. 呼吁朝鲜立即返回六方会谈的先决条件,并朝着尽快落实<联合声明>2005年9月19日由中国、朝鲜、日本、韩国、俄罗斯和美国;     15. 申明它会让朝鲜的行动进行检讨,并应准备检讨适宜的第8段所载措施,包括加强、改进、暂停或撤销该措施,可能需要根据当时朝鲜遵守决议的规定;     16. 强调需进一步决定,应当予以必要的补充措施;     17. 决定继续积极处理此案.

联合国安理会一致通过一项决议,对朝鲜加以制裁。

联合国1718号决议禁止朝鲜进口多种军事设备,并将对朝鲜启动经济制裁措施。

但决议没有威胁使用武力。

在早些时候举行的紧张磋商当中,中俄两国都反对使用武力。

联合国制裁决议:

要求朝鲜销毁所有核武器、大规模杀伤性武器以及弹道导弹
要求所有国家停止向平壤出售或转让与非常规武器有关的材料以及其他重型军用装备,如坦克、导弹、直升飞机
要求各国冻结与朝鲜核武器项目、弹道导弹项目有关的个人或者商业团体的资金
允许对进出朝鲜的货物进行检查,以防止朝鲜获得非常规武器
呼吁朝鲜无条件地返回六国谈判桌前
美国驻联合国大使博尔顿说,朝鲜的核试验是安理会对国际和平和安全最严重的威胁之一。他说,制裁将向朝鲜发出一个强烈的信号,试图获得大规模杀伤性武器的国家必须面对严重的后果。

朝鲜谴责制裁措施,并且表示,来自美国的进一步压力无异于向朝鲜宣战。

参加谈判的朝鲜特使称,朝鲜”完全拒绝”这项“不讲道理”决议。他指责安理会忽视美国对朝鲜的压力,如同”帮派团伙”一般通过了一项“强制性”的决议。

  (纽约讯)新华社报道:中国常驻联合国代表王光亚表示,安理会当天通过的有关朝鲜核试验的决议“基本实现了平衡”,代表国际社会“坚定而又合适的反应”。

  王光亚对新华社指出,朝鲜于本月9日不顾国际社会普遍反对进行核试,是一个非常严重的事态,中国政府对此态度非常明确。

  王光亚说,朝鲜此举对东北亚地区的和平稳定带来了复杂影响,因此安理会采取行动是不可避免的。

  王光亚透露,在安理会的讨论中,中国一方面主张应该对朝鲜不负责的行动作出坚定的、合适的反应,另一方面认为国际社会应该采取有效行动帮助局势缓和,避免局势进一步恶化。

  王光亚指出,朝鲜重返六方会谈、有关各方加大外交努力,是解决朝鲜核问题很重要的方面,而在中国的努力下,安理会决议文后半部分更多的是鼓励各方外交努力的内容。

  王光亚还强调,在安理会就决议草案磋商过程中,中方一直强调整个决议不能暗含任何使用武力的内容,这一观点得到其他国家的支持。

  决议文的最终结果,体现了中国主张对北韩核试发出坚定而又合适反应的立场,“实现了中方的目标”。
我个人认同王光亚的表述,坚定而又合适,毕竟重武器禁运和奢侈品禁运就够小金喝一壶的了。

联合国可能禁止向北韩出售奢侈品

专家分析说,这一条款对金正日政府的打击会格外大。金正日的政权守卫战略核心是对军队和政府核心势力进行特别管理,并将他们拉拢到自己的船上,与其同舟共济。特别管理的主要内容就是“送礼”。这种送礼规模非常大。据悉,金正日曾经向军团长官级官员送过纯金手枪。他们过着与北韩一般居民截然不同的奢侈生活。

据悉,北韩劳动党财政管理室送礼科专门负责送礼,凡金正日接见的亲信,他们会根据情况和职务级别送礼,其中包括奔驰私家车、高档洋酒、进口西服和内衣,还有现金2000~5000美元等。美国对北奢侈品切断战略就是要封锁金正日向周边核心势力送礼的源泉。也可以认为是“针对性制裁案”。

据国外关税厅统计显示,北韩在90年代“艰难行军”时期的10年期内,仍然引进了价值2400万美元的高档瑞士手表。其中,还有一款单价高达17000美元(1700万韩元)的手表。同期,从法国引进了价值130万美元的高级香水,从德国引进了珠宝、体育设备、游戏器具、玩具,共花费1200万美元。但是这期间,有数百万居民饿死街头。

政府官员说:“这项条款好像与8月份布什总统提出的‘与强盗政治的战争’相关。”美国总统布什在声明中表示:“我们的目的是根除所有形式的高层腐败,并杜绝腐败官员通过欺瞒国民和盗窃手法来获得利益后企图利用国际金融系统掩盖罪行。”
联合国一致通过,但朝鲜是否服从?

联合国安理会一致通过对朝鲜实施制裁,这是显示出针对“流氓国家”的国际团结的重大举措。但这是否能够让朝鲜对自己的核试验做出重新考虑呢?

中国影响

美国不得不退后一步来让俄国和中国站在同一战线上,但是中国方面接受了对进出朝鲜的核技术和弹道导弹技术的封锁,这也是非常重要的发展。

俄国和中国都坚持说,制裁要根据第41条,就是说要进行经济封锁,而不是诉诸武力。

有关不允许向朝鲜销售奢侈品是一个既小但又有象征性的制裁,这可能是针对金正日的。据知,他在生活中非常喜欢精良的物品。

现在中国在世界上的影响日益增长。这次的投票可能是暗示中国在世界中表现自己的一种方式,那就是谨慎,外加条件,但也有合作精神。

对于要求对进出朝鲜的禁运品进行检查,中国存在保留意见,但是该国也没有反对有关的建议,这是中国在保护自己避免潜在的正面冲突。

美国政策


安理会对朝鲜实施制裁
这一投票结果也显示出目前布什政府外交政策的状况。该国了解自己在军事实力方面的限制,并没有能力去攻打朝鲜,所以美国也同意通过联合国对朝鲜进行经济制裁。那么在伊朗问题上,全世界的眼光都会注视美国,看其是否会采取同样的做法。

但是在另一方面,仍然存在国际社会对朝鲜的压力无效的事实,而国际劝说也一样无效。朝鲜在去年九月的六国会谈中同意放弃核计划,并获得了电力供应的承诺以及与美国达成了"和平相处"的意向。

星期四,一名英国官员表示,目前联合国安理会空前地团结。对于联合国来说,下一个重要事宜是要考虑对伊朗的核问题将要采取的措施。届时要看这种团结的状态是否还会继续。

朝鲜指责

朝鲜指责美国是"经济敌对",在他们平静下来之前,不大可能会继续谈判。但是他们是否会重新进入严肃对话无论如何都是令人怀疑的。

朝鲜方面指的"经济敌对"是美国财政部方面领头对朝鲜伪造美元做法的攻击。美国财政部在2005年表示,这些假钞存放在澳门的一个银行中。

这个银行关闭了朝鲜的帐户,而这非常严重地阻挠了朝鲜获得外币的方法。

无论怎样,西方国家或者甚至中国的一些领导人都希望有一天朝鲜的孤立状态将会结束。

我觉得诸位还是不要做这种想当然的猜测,中国的态度,王光亚大使已经说了“坚定而合适”。而安倍晋三马上对着个决议表示欢迎,声称要追加制裁,如果不是一个有杀伤力的条款,安倍何必要傻乎乎地表示欢迎呢?

东京15日法新电-联合国安全理事会通过制裁朝鲜的决议后,日本首相安倍晋三周日说,东京正在考虑针对朝鲜实施附加的制裁,以施压该国放弃核子计划。

时事通讯社报道,安倍晋三说:“我方将采取措施,阻止(朝鲜)拥有任何核子能力及扩散核子。我方已经考虑(附加制裁)。我方会做出最后决定。”


甫于上周登上首相位置的安倍晋三,因持强硬立场对待朝鲜而迅速在日本获得注目。


经从朝鲜上周宣布已经进行核检验后,日本就强化对朝鲜的制裁,包括禁止所有朝鲜货品进口、朝鲜船只不得入境日本,几乎所有朝鲜籍人士也都不能入境日本。

安倍赞扬联合国安理会的决议,它为实施强制性的制裁打开了方便之门。

安倍说:“随著决议的产生,国际社会可以发出以下强烈的讯息,即我们不会容忍(朝鲜)拥有核子武器。
有数百万居民饿死街头。

  这次制裁和以前的制裁不一样了。最重要的是把奢侈品这一条加上了。国际制裁朝鲜几十年了,人家老百姓是无所谓了,关键是二太阳啊,没有法国酒,没有美国电影,没有日本AV他能受的了吗。估计日本要追加制裁就是禁止向朝鲜提供,出售AV光盘,以及禁止朝鲜域名下载等等。
没说粮食和能源的事呀,我们还提供朝鲜能源吗:o

  国际在线消息 联合国世界粮食计划署(WFP)10日与朝鲜艰难达成协议,恢复已停滞半年的朝鲜粮食援助计划。根据协议,粮食计划署今年将向朝鲜190万人供应援助粮。这一数 字相比去年的650万已是大大缩水。粮食计划署担心,420万朝鲜人今年将处境艰难,朝鲜很可能再度爆发饥荒。

  400多万人将挨饿

  11日,粮食计划署亚洲地区主席托尼·班伯里在北京举行的新闻发布会上说,“我们本想看到一个更大范围的援助计划,但这一次很难实现了。”班伯里表示,在粮食计划署的妥协下,双方能够最终达成协议也是进步。

  按照计划,粮食计划署此次的粮食援助对象将是“最需要帮助”的190万朝鲜人,援助物资包括维生素饼干、孕妇婴儿营养品等,救助对象可通过参加社区劳动获得救济品。

  去年联合国向朝鲜提供了650万人的救助粮,今年范围减小后,失去救济资格的400多万朝鲜人——其中大部分是老人和妇女——将依靠地方政府补助机构领取救济。但班伯里担心,这一部分人的处境将十分艰难。“初步估计,朝鲜今年仍有100万吨粮食空缺。”班伯里说。

  仅在平壤发放救济

  班伯里透露粮食计划署将从下周起着手启动援助计划,但粮食运抵朝鲜还需较长的时间。根据双方协议,此次救济粮的发放地仅限于朝鲜首都平壤,届时粮食计划署将派10名外国督察员赴当地监督救济粮的发放工作。去年粮食计划署共派出32名督察员分赴朝鲜5个地区协助展开援助。此前,美国等西方国家担心,国际组织捐助给朝鲜的救济粮可能被政府拨发给军队使用,因此强调该署必须向朝鲜委派督察员。

  害怕滋生依靠情绪

  在谈到朝鲜执意不多要救济粮时,班伯里说,朝鲜称今年扩大了国内的粮食种植范围,因此这个援助计划已足够应对国内的饥荒危机;另一方面,朝鲜也担心过多的接受国际机构救助会滋生国内的“外来文化依靠情绪”。粮食计划署此前建议朝鲜要着眼于长期经济发展,但目前其国内的粮食产业不能解决温饱问题。

  朝鲜十几年来一直依靠中国、韩国等国家及组织的粮食援助。联合国过去十年间共向朝鲜提供了价值17亿美元的粮食援助。但在去年欧盟支持联合国出台批评朝鲜的人权报告后,朝鲜驱逐了12家外国援助机构。自去年12月联合国停发朝鲜援助粮后,朝鲜一再声称其粮食生产量已足以养活国民。(本报记者廖爽)

【星岛网讯】联合国安理会要是通过朝鲜制裁案,禁止各国向朝鲜出售奢侈品,朝鲜领袖金正日是不是从此得改变口味,舍弃山珍海味,多吃腌泡菜,少吃鱼子酱了?美国驻联合国大使博尔顿在回答为何要禁奢侈品时说,要为金正日提供一点减肥作用。

  金正日喜爱豪饮法国白兰地,拥有上万瓶法国葡萄佳酿,这些都不是秘密。据变节者、外国官员、记者和厨师爆料,金正日每星期都喝鱼翅汤,专用火车还装满了活龙虾,用餐时使用银制筷子,甚至为了品尝意大利“比萨”,专程从意大利请来馅饼师傅。

  自称当过金正日专用寿司师傅十余年的日本厨师笨本健二曾经透露,金正日通常在午夜才设宴,一直到早晨才结束,最长的一次宴会维持了四天。

  美国驻联合国大使博尔顿在记者询问为什么要向朝鲜实施奢侈品禁令时,他这么回答:“我认为,朝鲜人口平均高度和重量逐年减低,或许这会给金正日提供一点减肥作用。”

   写过金正日传记的作家迈克尔·布林说,如果生在香港,金正日这种奢华的生活方式其实并不稀奇,问题是“他是一个饱受饥荒之苦的国家的领袖,那才叫人觉得恶心”。一般相信,朝鲜约有两百万人在1990年代的大饥荒中饿死。

  布林说,朝鲜的超级精英分子根本不知民间疾苦,虽然奢侈品禁令旨在打击朝鲜的领导层,不过他质疑这项措施对金正日的五脏庙会丝毫有所影响,原因是——要追踪商品贸易,谈何容易。

在这么重大的一个问题上,世界上的大国难得意见这么一致,这不是一个敷衍的决议,代表国际上一个统一的声音,这对朝鲜来说将是一个莫大的压力。往日的制裁朝鲜背后有中俄,所以他还能得到一些心理安慰,这次中俄与他保持了相当的距离,这已经是一个强烈的信号,悬崖勒马,回头是岸。制裁决议的目的是让朝鲜清楚的看到国际社会的态度,没人再出来给他说话了,我注意到连118个不结盟国家也都发表声明希望朝鲜放弃核武,这已经是一个失道寡助的局面。

  奥一网讯 随着美国与朝鲜在核问题上的冲突日益加剧,朝鲜领导人金正日越来越引起国际社会的关注。外界在对这位领导人的生活充满好奇的同时,更多的只是猜测。《国际先驱导报》告诉了我们这位朝鲜领导人生活的点点滴滴。

  珍藏2万盘录像带

  美国《新闻周刊》披露,金正日是一个电影迷。他曾经说,如果自己不是朝鲜领导人,就可能早成了一名影评家或者电影制片人。他著有《论电影艺术》一书,而且据说拥有大约2万盘影片录像带。除了“詹姆斯·邦德”外,他最喜欢的电影还包括系列恐怖片《13号星斯五》,伊丽莎白·泰勒主演的全部影片以及动画片《唐老鸭》。

  偏爱葡萄酒和比萨饼

  美国《新闻周刊》还报道说,金正日多年来一直喜欢轩尼诗VSOP,但是1992年他转而钟情“轩尼诗杯莫停”。1994年轩尼诗公司证实,金正日一连两年都是该公司白兰地酒的购买者。

  而意大利厨师埃尔曼诺·富拉尼斯在一篇名为《我为金正日做比萨》的文章中说,作为美食家的金正日也喜欢吃美国十几岁孩子爱吃的比萨饼。1999年,他进口了比萨饼烤箱,并聘请了两名米兰厨师教朝鲜人做比萨饼。

  访问俄罗斯期间,金正日告诉俄罗斯官员普利科夫斯基,他关注报纸上有关他的新闻标题。金正日说:“在整个世界范围内,我都成了被批判的目标。我是这样看的:如果人们谈论我,那么我所做的是对的。”

  “他是吃软不吃硬的人”

  据共同社报道,普利科夫斯基1月12日在哈巴罗夫斯克与来访的日本首相小泉纯一郎会谈时说,金正日一个吃软不吃硬的人。

  普利科夫斯基向小泉介绍说,金正日是一个受过高等教育的人,并对八国集团的领导人有研究,如果你在平等的基础上与他谈话,那么你会得到一个良好的结果,但如果某个人对朝鲜采取敌对的立场,他就会作出强硬的反应。

  他说,只要人们作为一个平等的伙伴与他接近,金正日是愿意进行和平谈判的,对于金正日来说,软办法可能更为有效,他是不会屈从于外界的压力的。

他对生活还是很有追求的哈,可是独乐乐不如众乐乐,比萨饼分一点给下面的子民也饿不死他嘛,可是他显然没这个意识,子民都是用来打仗的,吃比萨和打仗没关系,所以他们不需要吃。

我觉得诸位还是不要做这种想当然的猜测,中国的态度,王光亚大使已经说了“坚定而合适”。而安倍晋三马上对着个决议表示欢迎,声称要追加制裁,如果不是一个有杀伤力的条款,安倍何必要傻乎乎地表示欢迎呢?

中国既然反对,干嘛还要让这个决议通过呢?干嘛是举手通过,连个弃权都不投呢?干嘛不一票否决掉呢?
  估计奢侈品的禁运不会造成什么大的影响--朝鲜的走私貌似有些年岁了.........
