If you fashionably throw around “empire” to mean any large global power, sure, but the word has little meaning then. It’s useful only as an insult.

According to Google, an empire is:
“an extensive group of states or countries under a single supreme authority, formerly especially an emperor or empress.”
Well then, modern China is not exactly an empire by this definition, since the president will step down every 5 years (or if renewed, 10 years maximum). China is definitely Oligarchy though, since the central authority is focused on 7 people, Politburo Standing Committee of the Communist Party of China. But even them will be replaced every few years.

Strictly speaking, China has never been a nation-state of the modern or western style, and will probably not in future. In that sense, China is an empire all the time, to some extend like the U.S. (Empire of Liberty) and USSR (Red Empire).

An empire needs of an emperor to rule it. China lost her last one in WW2 when he was chemically castrated by the Japanese with no descendents. The only Empire left is Japan with an emperor but a constitutional monarchy.
